2015: A step in the evolution of terrorism?

Recent terrorism events in the USA, Canada, Australia, France all signal a new phase in terrorism. Terrorism that is loosely organised and where one or two individuals act alone, but in some degree in response to a single common general call.

Islamic state, ISIS or ISIL is the source of the common general call, but there is insufficient link to the individual acts of terror to provide a trace. This can circumvent counter terrorism, but could it also result in the terrorist acts becoming sufficiently ineffective towards a common goal that the evolutionary step may die out?

Has anything other than a heightened terror alert level arisen from this, or is that all that the instigators desire?
